Our missions

ANGSPE: at the heart of public performance
The National Agency for Strategic Management of the State’s Shareholdings and Performance Monitoring of Public Establishments and Enterprises (ANGSPE) has the mission of of safeguarding the asset interests of the state as a shareholder, managing its shareholdings , and ensuring the monitoring and assessment of the performances of Public Establishments and Enterprises (PEE).

ANGSPE at the Service of Dynamic Reform and Strategic, High-Performance Governance of PEEs.
Committed to an ambitious strategy tailored to contemporary challenges, ANGSPE represents the state as a shareholder and plays a key role in the economic and social transformation of Morocco. With 57 Public Establishments and Enterprises (PEE) within its scope, it is the driving force behind innovative and efficient governance, ensuring the sustainability and profitability of the State investments, as well as the quality of service for the benefit of economic operators and citizens.

Legal texts: two foundational laws
ANGSPE is part of the deployment framework of Royal High Directions aiming at the reform of the public sector. Two laws have been enacted to enhance the performance of PEEs:

Efficiency in service of a grand ambition
ANGSPE has an organizational structure outlined to define its organizational units and specify their unique functions. This organization reflects the commitment of the National Agency to mobilize the expertise and skills necessary for its interventions.
- Management Structure: The National Agency is led by a General Director, supported by two Deputy General Directors. This robust and multidisciplinary leadership structure ensures strong and dynamic management.
- Management and Steering Poles: Four management and steering poles are established to ensure the operational excellence of the Agency. Each of these poles is dedicated to a specific facet of management, ranging from strategy to execution.
- Business Units: Five business units operate as distinct Business Units. These units capitalize on specialized sectoral expertise to ensure effective strategic and operational management of the State’s shareholdings in(PEE, while collaborating closely with them.
- Expertise and dialogue-driven approach: Each strategic decision and oversight is guided, on the one hand, by in-depth knowledge and expert analysis of the intervention domains and, on the other hand, by constant and fruitful interaction with all stakeholders.
