ANGSPE, the National Agency for the Strategic Management of State Holdings and Monitoring the Performance of Public Establishments and Enterprises, is responsible for safeguarding the State shareholder's interests, managing State holdings, monitor and assessing Public Establishments and Enterprises (PEEs) performance.

State’s Shareholding Policy OU SCP The State Shareholding Policy: a structuring project to provide a better framework for the State's role as a shareholder.

The State Shareholding Policy (SSP) is a critical component of the reform of public institutions and enterprises. As defined by Law No. 82-20, which establishes the ANGSPE, it is "the policy that reflects the strategic orientations and overall objectives of the state's shareholding, its role in the governance of public institutions and enterprises, and how it implements this policy."

Governance of PEEs
The National Agency has a significant role to play in improving governance within the PEEs under its purview, legislation pertaining to PEEs reform and the associated regulatory framework.

The State’s Shareholding Policy (SSP)
The SSP articulates the Strategic Directions and overall goals of the state's shareholding, its role in the governance of public institutions and enterprises, and the manner in which it implements this policy.

Transition of Public Entities to Oversight Support
Article 30 of Law No. 82.20 establishing ANGSPE states that public entities subject to prior oversight will be subjected to oversight support as provided for in Law No. 69-00 concerning the financial control by the State over public enterprises and other organizations. This transition shall occur within a period not exceeding six months from the effective date of the law establishing ANGSPE.

Consolidation of the Financial Statements of Public Enterprises
The financial consolidation project is part of Article 5.L of Law No. 82-20 establishing the ANGSPE, which lists the agency's missions and states, among other things, that it "prepares consolidated financial statements of the state as a shareholder providing a true and fair view of the assets and liabilities of public institutions and enterprises, their financial position, and their results."

In accordance with Article 5 of Law No. 82.20, ANGSPE evaluates the performance of Public Establishments and Enterprises within its scope.

Digital Transformation Program
The National Agency supports the Public Establishments and Enterprises within its scope in their digital transformation process, manifested through the development and implementation of an online digital roadmap aligned with mandates and missions of each PEE.
